A message dated May 3, 2004, was read stating the Senate has passed                                 
HB 524 am with the following amendment and it is transmitted for                                    
consideration:                                                                                      
                                                                                                    
    SENATE CS FOR HOUSE BILL NO. 524(RES)                                                           
    "An Act relating to the protection of land and water from waste                                 
    disposal; providing for the regulation of waste management;                                     
    making conforming amendments; and providing for an effective
